Democrats plan long-term strategy to push pro-LGBT narrative on Americans

The Human Rights Campaign plans to spend $15 million during the midterms as activists work to overcome public opposition to “transgender” medical interventions for children and policies allowing men in women’s sports and female-only spaces.

Democrats and pro-LGBT groups are preparing a decade-long campaign to reverse public opposition to the “transgender” agenda by promoting personal stories intended to sway voters and investing millions of dollars into political campaigns, The Washington Times reported Aug. 15. 

The strategy was discussed during an LGBT caucus meeting at the Democratic National Committee’s summer gathering in Austin, Texas. According to the outlet, the strategy is intended to counter an expected wave of Republican campaign ads focused on the harms of physicians performing “transgender” medical interventions on minors, male athletes participating in women’s sports, and boys entering female-only bathrooms and locker rooms.

“Anti-trans attacks are going to be used in this election at the largest scale we have ever seen them used before, and we have to be ready and prepared for that,” Sam Alleman, a veteran strategist with the Human Rights Campaign (HRC), said during the meeting, according to the Times.

“It’s now our turn to show up for the trans community and continue doing that work and driving narrative work,” Alleman added.

HRC, one of the country’s largest pro-LGBT lobbying organizations, plans to spend $15 million during the 2026 election cycle to promote “transgender” policies and support Democratic candidates who embrace them. The campaign will target eight competitive House districts and Senate races in Georgia, Michigan, Minnesota, New Hampshire, Ohio, and Texas through advertising, events, and canvassing, according to AP News. 

Beyond the midterms, the organization aims to make “transgender” people more visible over the next decade by presenting them as everyday Americans’ friends, relatives, and neighbors, the Times reported.

“And we really believe that in terms of shifting opinion on these issues when it comes to sports, healthcare — where it might be tough — the way we do it is by sharing our stories and not backing down and making ourselves more visible,” Alleman said at the meeting, according to the outlet.

Alleman also said HRC has developed a model identifying 74 million people who could be mobilized based on issues the organization prioritizes. Part of HRC’s midterm spending will be devoted to turning out these voters, the Times reported.

The effort comes as Republicans have made Democrats’ positions on “transgender” issues a central line of attack in recent years. The Times pointed to a campaign ad from President Donald Trump that aired during the 2024 presidential race, declaring, “Kamala is for they/them. President Trump is for you.” 

Republicans are again emphasizing the issue ahead of the midterms. The outlet cited a recent artificial intelligence-generated ad from a political action committee supporting Republican Texas Attorney General Ken Paxton in his run for U.S. Senate. The ad targets Democratic state Rep. James Talarico over his support for “transgender” medical interventions on children. 

The ad, modeled after President Lyndon Johnson’s famous 1964 “Daisy” commercial, depicts a young girl being prepared for surgery before the doctor’s face changes into Talarico’s. The narrator criticizes the use of puberty blockers, cross-sex hormones, and sex change surgeries on children experiencing gender dysphoria.

Democratic activists argued that such ads could eventually backfire on the GOP as more Americans accept the pro-LGBT narrative. They compared their strategy to the decades-long campaign that increased public support for same-sex “marriage,” according to the Times. One DNC member reportedly described the current political environment as a potential “slingshot” moment. 

Public opinion, however, remains unfavorable toward several policies supported by pro-LGBT groups. According to a Pew Research Center analysis released Aug. 11 based on data from 2025, 73% of Americans said they were uncomfortable with “transgender” athletes competing on teams that do not match their sex. That figure included 91% of Republicans and 55% of Democrats. Sixty-six percent of adults said they favored a law or policy that would require “transgender” athletes to compete on teams that match their sex, the analysis found.

A separate Gallup poll conducted May 1-17 found that just 38% of Americans considered “changing one’s gender” morally acceptable, down from 46% when Gallup first asked the question in 2021, as Zeale News previously reported. Acceptance stood at 60% among Democrats, 42% among independents, and 5% among Republicans.
